A recent poll by Cole Hargrave Snodgrass & Associates (CHS) shows overwhelming, bipartisan frustration with insurance companies. The poll found that 83%* of policy holders believe insurance companies across health, auto, home life and disability insurance commonly delay or deny legitimate claims.

Karen Powers Did Everything Right. It Still Wasn’t Enough.

For families across Oklahoma, insurance denials and delays do more than cause frustration: they leave people without the financial support they need when it matters most. For Karen Powers of Yukon, that moment came while she was in her final years of a 28-year battle with cancer. When storms damaged her roof and State Farm denied her claim, an out-of-state adjuster threatened to have her fired when her family sought outside help. She died in hospice a month later, never seeing the claim resolved.

Lacy's Impossible Fight.

From health care to home and auto insurance, insurers block access to claims, require unnecessary approvals and neglect to assess damages, leaving policyholders stranded. Lacy Boyd, who lost nearly all of her intestines in a devastating car crash, spent over a year fighting her health insurance company's repeated denials for a transplant. Her insurer called the procedure experimental, even as her kidney and liver began to fail. Finally, in the summer of 2025, she was approved, after a lengthy public fight to appeal the denials.

Policyholders Are Fed Up, and They Want to Be Able to Do Something About It

94%* of Oklahomans say consumers should be able to hold insurers accountable when claims are delayed or denied and 93%* support new laws for better oversight of delays and denials that cause permanent harm, while 88%* support legislation to allow patients to sue health insurers for unnecessary denials.

Insurance Practices Undermine Trust in the System

Across Oklahoma, 57%** of voters say the Oklahoma insurance commissioner is failing to protect residents from unfair property insurance rates. Dissatisfaction with insurance companies crosses party lines statewide, with President Trump voicing support for holding insurers accountable.

Opinions of Health Insurance Companies Continue to Decline

Today 75% of all voters and 72% of Republicans hold an unfavorable impression of this industry. Just two years ago, these were in the mid-50s — still bad, but not where they are today.

'No Trust at All'

Forty percent of all voters and 43% of Republicans say they have “No Trust at all” in insurance companies. These numbers are slightly elevated when evaluating health insurance companies (45% No Trust among all voters; 47% No Trust among Republicans). For comparison, only 6% say medical doctors are not trusted at all.

Doctor-Patient Relationship Matters

A remarkable 91% want to limit the ability of insurance companies to interfere in the doctor-patient relationship. This has been consistently 88% or above in all three years we have tested this question. A similar percentage (86%) want to limit prior-authorization abilities of health insurance companies and 88% support legislation to keep insurance companies from delaying or denying coverage.

Voters Want to Take Action

The desire for reform is not relegated only to health insurance companies. Voters want to take action. 88% of all voters support legislation allowing consumers to sue insurance companies when claims are denied and 94% believe that consumers of all types of insurance believe they should have the right to hold these companies accountable when they delay or deny legitimate claims.

In Oklahoma, lawmakers have taken steps to address insurance delays and denials, but work remains to protect patients and policyholders.

During the 2026 legislative session, HB2144, the Insurance Consumers Protection Act, was introduced to strengthen consumer protections and hold insurance companies accountable when they unreasonably delay or deny benefits. 

 

Key provisions of HB2144:

  • Gives patients and policyholders the right to sue insurance companies for bad-faith delays or denials

  • Lets individuals take their case directly to court without going through the length appeals process

  • Stops insurance companies from writing policies that give themselves sole authority to decide what is covered

  • Allows compensation for financial losses, emotional distress and other harm caused by bad-faith actions

  • Allows additional penalties when insurers knowingly or recklessly violate their duty to treat customers fairly
